CONCORD, NH — Communities in New Hampshire are receiving a 45 percent increase in rooms and meals revenue included in the fiscal year 2022 state budget. The share of taxes on restaurants, hotels, and car rentals given to cities and towns increased by about 30 percent in the latest budget — up from 22 percent in the previous budget. The increase, about $32 million, will lead to $100,143,752 being sent to communities on Monday. When compared to the FY21, the $32 million represents a 45.5 percent increase. According to New Hampshire Treasury data, the town of Amherst will be receiving about $269,297 more in FY 22 while Bedford will get $564,342 more. Concord will receive $966,207 more while Exeter will see an increase of $347,577. Nearly $350K will go to Hampton, about $630K is heading to Londonderry, $640K will go to Merrimack, and Milford will get around $368K. Nashua will receive $2.01M more while North Hampton will fetch about $105K more. Portsmouth will use its extra $516K to offset property tax rate increases, according to Seacoastonline.com. It is unknown exactly what Salem will do with its extra $741K or what officials in Windham will do with its extra $345K. "Cutting taxes is always a priority for Republicans," Senate President Chuck Morse (R-Salem) said. "It puts more money in working families pockets, makes living in New Hampshire more affordable, and tells businesses that New Hampshire is the place they should set up shop. The additional $32M being sent back to our cities and towns will make a real difference — especially when it comes to helping to lower local property tax rates." The increase was prompted by legislation written by state Sen. Denise Ricciardi (R-Bedford) and included in the budget in June. "I made it my goal this past session to protect local property taxpayers by making certain the state kept its promise to share more of the revenues that our M&R tax generates," she said. "I am happy and extremely satisfied that today, our cities and towns will finally receive the amount they've been promised for so long." House Speaker Sherm Packard (R-Londonderry) said the transfer was another example of how Republicans delivered on campaign promises. "We saved NH families money by decreasing the Statewide Education Property Tax by $100 million, phased out the interest and dividends tax, and lowered taxes on job creators," he said. "In our budget, we created the Meals and Rooms Revenue Fund, which is now sending record revenue back into the communities." Republicans called the phaseout of the dividend tax a break for seniors, too. But in a post on InDepthNH.org, Senate Minority Leader Donna Soucy, D-Manchester called the reduction a $140 million "loss in revenue" that benefitted the richest 10 percent of residents in the state. Before the phaseout, Granite Staters paid 5 percent of all interest and dividend income more than the $2,400 exemption ($4,800 for couples; an additional $1,200 exemption was available for residents 65 or older or anyone under 65 who was disabled or unable to work).
