Baltimore County Police: Arrest Following Fatal Crash Along Reisterstown Road

Press release from the Baltimore County Police Department: December 26, 2021 On Saturday, December 25, 2021, at approximately 5 p.m., Baltimore County police officers responded to the intersection of Reisterstown and Richmar roads for a two-vehicle crash involving a 2021 Toyota C-HR and 2015 Honda Civic. Crash Team investigators later determined the Honda Civic was traveling southbound on Reisterstown Road as the Toyota C-HR was traveling eastbound from Dolfield Boulevard when the vehicles collided in the intersection. 30-year-old Quincy Ross, who was operating the Toyota C-HR, was pronounced deceased at the scene. The two passengers, inside his vehicle, were transported to area hospitals with injuries that did not appear to be life threatening. The driver of the Honda Civic, 23-year-old Carlos D. Lievano, was arrested at the scene and later charged with homicide by motor vehicle while under the influence of alcohol, homicide by motor vehicle while impaired by alcohol,  manslaughter by vehicle – criminal negligence and several traffic violations. Lievano is currently being held without bond at the Baltimore County Detention Center. This press release was produced by the Baltimore County Police Department.
