Please help this little bird!

I was at ALDI grocery store in AG yesterday afternoon and there is a bird trapped in a small enclosure that is attached to the building. The bird is small and yellow and is desperate to get out. The bird was flying all around the cage trying to find a way out when I was there but it was stuck and looked very stressed out. The cage is locked with a padlock. I went in and told the grocery workers about it and they told me that they can't let the bird out because they were told the enclosure belongs to the owner of the building who lives out of state. They said the owner of the building was contacted but he does not want to come out or do anything about it. I don't know how this bird got locked in there but this is very cruel. I suppose it is possible that the bird flew into the cage but can't find a way out or was intentionally put in there and locked in?? I would like someone who has a bolt cutter to let this bird go free. This needs to be done ASAP or the bird will die. There is no water or food in the cage. You can either cut the padlock or cut a few of the bars of this cage. I don't have the tool to do this kind of work. Since it is on the side of the building nobody will see you do this and it'll just take a minute. Please help this bird and do it fast!
