Lost my backpack - Pennybacker bridge

My friend's backpack was stolen while visiting Pennybacker bridge. I was there in the morning today. My friend had my backpack on the floor and I was taking a few photos. His backpack was stolen while he was enjoying the view. He had his Belgian passports. There is nothing else of monetary value. This is a brown backpack. If anyone finds, please let me know. I am willing to pay $150 for anyone who finds and returns his backpack. My friend needs his passport. Please help.
