Lost Dog - Marley

I found a dog 2 days ago and took him to see if he was chipped. He was, and I learned his name is Marley. However, he ran off later that night when he escaped through an open part of my gate that I hadn’t double checked. Today, about 3 hours ago, he came back soaked with rain but ran off again before I could get him. I’ve been around the neighborhood for about 2.5 hours searching for him now and can’t find him again. His owners never responded to the phone calls so until they do, I plan to keep him if he returns again. I really don’t want him wandering around the streets in the cold and rain, especially on Christmas eve.
