Windows 10 Latest Update Boot Problem. Need help......

Latest update and I cannot get into my windows 10 PC. I tried everything. I think I need a bootable disk or usb bootable from what I read online. I cant get into safe mode and no restore points. I need help. Please email me first. I would prefer to get this done asap. Thanks.
