Quiet home for smaller, terrier-mix from Mexico

Description
Ying is a 15-pound mix of Schnauzer and *something* who just arrived from Tijuana. He was scheduled to be adopted by a lady who has been bugging me for a Schnauzer-mix for months, but her circumstances changed and now she can't take him. He does have a shelter placement if I can't find a home for him to go to but I'd rather place him directly in a home, provided it's a good fit for him. I am open to a foster-to-adopt arrangement so you can be sure it's a match. I would need to do a home check and paperwork but there is no adoption fee for Ying at this time. What I know so far: Ying is about 2 years old. He is neutered and up to date on vaccinations. He is probably not housebroken - has been wearing belly bands in my house which he does without complaint - but I think he will catch on quickly. He is a quiet and sweet dog who really wants to be right by his person. Follows me around the house, curls up next to me on the couch, slept right next to me on his first night here. Gets along great with the resident dogs, in fact there wasn't even a bark from anyone when I brought him into the house. He is hand-shy and timid but he's coming out of his shell and wagging his tail. He loves belly rubs. VERY treat motivated. Rides nicely in his crate in the car. No leash experience and is afraid of the leash but he will figure it out once he learns to trust his person. This little guy is a project and needs some work but not TOO much work for someone who has had dogs before. I wouldn't recommend him as a first-ever dog and he does need a quiet home as lots of noise and activity scares him. He's very cute in a super scruffy, lanky kind of way. He has a Schnauzer face on a scruffy long-legged body. I'm happy to text photos if you're interested. I'd like to see him to go a home where someone will be with him most of the time. A friendly companion dog is a plus but not a requirement. I will be VERY picky about placing him. I'll have him here for the next few days. Please respond with details about what you are looking for, your living situation, and dog experience. If it sounds like a possible match I will call you so we can talk further.
