Electrician Needed to Complete 3 Phase Job

We have two houses of about 750 square feet each near Baldwin Park behind Best Buy on East Colonial Drive. We hired an electrician who has been working on this job for more than a year who is incompetent. There is not much left to do, but our electrician quit because he does not know how to complete the job. Apparently, he has never done 3-phase work before. We need to get someone to jump in and take over the permits and finish the approval process so that we can get our electrical turned on. We are located within Orange County and not the City of Orlando. We can pay with Zelle, Chase QuickPay or by check through USPS from SunTrust Bank.
