Looking for carpenter who can build a custom frame

I need something like 10 x 9 frame but very thick so the picture inside is only 5 x 2.5 Anyone creative enough to make me such a frame ? I looked at the frame stores and they have nothing in that size... and I can't spend $100 on a custom frame.
