Under the direction of the Payroll Manager, the Payroll Coordinator is responsible for the processing, reconciling and disbursement of payroll in a timely and accurate manner for 2500+ employees and pensioners. The Payroll Coordinator is also responsible for ensuring compliance with both federal and state laws, as well as all MTS collective bargaining agreements. The Payroll Coordinator maintains current payroll data on for employees and submits all input documents related to payroll processing. Essential duties include, but are not limited to, the following: EXAMPLE OF DUTIES: Essential Functions Payroll Cycle Administers the payroll close process for assigned companies by closely monitoring all exception reports, making necessary adjustments and ensuring that all the payroll data has been entered before executing the payroll close. Ensures new hire information such as step rates, vacation accruals and pension deductions are in compliance with the complex union contracts and management policy. Verifies all payroll reports including employee changes, benefit accruals, and payroll registers for accuracy before finalizing payroll. Utilizes multiple payroll time keeping systems and applications to complete the payroll process. Manually inputs employees' time into the ADP system, which requires verifying overtime calculations and earnings codes. Distributes and sorts live checks/paystubs to all employees. Communicates with the Payroll Manager regarding significant payroll issues pertaining to pay discrepancies, payroll processing, and employee complaints. Resolves payroll issues by responding to inquiries from employees and pensioners with respect to their paychecks in a timely and efficient manner. Pension Finalizes pension calculations by gathering data 10 years of wages with respect to termination date, hiring date and birthdate. Understands transit pension plan documents and pension tables for different unions and non-union contracts. Reconciles CALPERS earnings and contributions for CalPERS reporting on a biweekly basis for MTS and SDTI. Monitors pension payments for QDRO, surviving spouse, disability or deceased recipients. Miscellaneous Generates manual checks by calculating and processing retroactive pay increases, late time hours and underpayment situations, as well as replacing lost checks and returned direct deposits on a daily basis. Processes special payrolls including bonuses and year-end adjustment payroll. Reconciles Form-941, W-2s, and 1099-R for tax reporting. Serves and sets up garnishment orders when received from external agencies. Processes employment verification and other government agency employee verifications. Responds to all SUBPEONA requests by gathering employee records including timesheets, W-2s, paystubs, and other payroll documents. Initiates QA and payroll data testing for any union and policy changes in the ADP system. Updates the ADP system for changes in union contacts and policies to consistently keep up to date on tracking for rate changes, pension rates, leave accruals, bonuses, union dues, etc. Assists external auditors during both the interim audit and field work by providing all requested payroll documents and answering questions. Adds new codes (earnings/deductions/project number) to the ADP system. Creates and runs all payroll reports requested by other departments. Trains new Payroll Coordinators in procedures regarding payroll processing, company policies, and collective bargaining agreements. QUALIFICATIONS: Knowledge, Skills and Abilities Knowledge of or ability to learn MTS policies and regulations; ability to read, understand and apply MTS policies, regulations and union labor contracts; ability to write letters, memoranda and reports using clear, concise and grammatically correct English; ability to speak clearly, distinctly and effectively in person-to-person or small group situations using tact and diplomacy; ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel; ability to establish and maintain priorities in order to complete assignments by deadlines without detailed instructions; skill in verifying the accuracy and completeness of forms and reports; knowledge of Microsoft Word and Excel and the ability to learn and use other software that MTS might have or acquire.
