Moisture barrier needed in crawlspace

We are trying to open a new business and it turns out there's a foot or 2 of standing water under the building that's causing flooring issues inside the building. The landlord doesn't want to drain the water because it's "been there for 50 years". So I need to put in some kind of vapor barrier under there. It's about 8000sf of floor space. Please let me know what you would charge. Thanks
