Found Dog!! Litzu

Did you lose a dog/ know this dog? We found a dog around 9:30 pm in the rain around 8th & Harney/Umatilla area! He is small, black, curly haired, and eye-less (and possibly deaf?). "Litzu(?)" is the name on the tag.
