Press release from the City of North Canton: December 14, 2021 Legislative Bulletin  Legislative Bulletin Legislative Bulletin   This week North Canton City Council held a Committee of the Whole Meeting on December 13, 2021, and discussed the following items:   An ordinance amending Chapter 1133 Single-Family and Two-Family Residential District Regulations, specifically subsection 1133.08(d), Swimming Pools, and Chapter 1707, Swimming Pools, Spas, and Hot Tubs, specifically subsection 1707.01(b) of the Codified Ordinances of the City of North Canton to lower the minimum required height of fencing for swimming pools to four (4) feet.  An ordinance amending Chapter 1133 Single-Family and Two-Family Residential District Regulations, specifically subsection 1133.08(d), Swimming Pools, and Chapter 1707, Swimming Pools, Spas, and Hot Tubs, specifically subsection 1707.01(b) of the Codified Ordinances of the City of North Canton to lower the minimum required height of fencing for swimming pools to four (4) feet.  The Community and Economic Development Committee considered legislation that would lower the minimum fence height for pool fencing. The legislation is in response to several residents' complaints over the past two years and to match national standards. As a zoning code change, the legislation was considered by the planning commission. The first reading of Ord. 58-2021 after it was considered by the planning commission was recommended out of Committee unanimously.    An ordinance amending Chapter 159, Records and Archives Commission, specifically Section 159.01, Commission Created; Member, of the Codified Ordinances of the City of North Canton to adjust the membership thereof.  An ordinance amending Chapter 159, Records and Archives Commission, specifically Section 159.01, Commission Created; Member, of the Codified Ordinances of the City of North Canton to adjust the membership thereof.      Ord. 1-2022 would remove the President of City Council from membership on the records and archives commission in according with State law.  The legislation was recommended out of Committee unanimously, became Ord. 1-2022.    An ordinance amending Chapter 741, Adult Cabaret Businesses, of the Codified Ordinances of the City of North Canton, to update the definition of Adult Cabaret.  An ordinance amending Chapter 741, Adult Cabaret Businesses, of the Codified Ordinances of the City of North Canton, to update the definition of Adult Cabaret.      Ord. 2-2022 would update the definition of adult cabaret in the Codified Ordinances of the City of North Canton to include those that use modern technology to operate.  The legislation was recommended out of Committee unanimously, became Ord. 2-2022.   An ordinance amending Chapter 1739, Violations and Abatement, of the Codified Ordinances of the City of North Canton, specifically sections 1739.01 and 1739.03 to allow for the expedited abatement of noxious weeds and rank vegetation.   An ordinance amending Chapter 1739, Violations and Abatement, of the Codified Ordinances of the City of North Canton, specifically sections 1739.01 and 1739.03 to allow for the expedited abatement of noxious weeds and rank vegetation.   Ordinance 3-2022 would allow for the expedited abatement of noxious weeds and rank vegetation, instead of allowing 30 days for the correction of weed and vegetative nuisance violations.   The legislation was recommended out of Committee unanimously, became Ord. 3-2022.     An ordinance authorizing the Mayor of the City of North Canton to release the Maintenance Bond Agreement between the City and McKinley-Applegrove Ltd. regarding improvements to be maintained in the Sanctuary Development Phase 4.  An ordinance authorizing the Mayor of the City of North Canton to release the Maintenance Bond Agreement between the City and McKinley-Applegrove Ltd. regarding improvements to be maintained in the Sanctuary Development Phase 4.      Ord 4-2022 would release the maintenance bonds for improvements in the Sanctuary Phase 4 Development because McKinley-Applegrove Ltd. has fully complied with all provisions of the maintenance bond as certified by the City engineer. The legislation was recommended out of Committee unanimously, became Ord. 4-2022.     An ordinance amending Chapter 907, Street Excavations, of the Codified Ordinances of the City of North Canton in order to establish separate processes for minor and major street excavations.  An ordinance amending Chapter 907, Street Excavations, of the Codified Ordinances of the City of North Canton in order to establish separate processes for minor and major street excavations.  Ord. 5-2022 would establish separate process for minor and major street excavations in response to residents' concerns over the unnecessary financial burden on private homeowners performing minor work.  The legislation was recommended out of Committee unanimously, became Ord. 5-2022.     An ordinance amending Chapter 1127, Establishment of Districts and Map, specifically Section 1127.01, Establishment of Districts, of the Codified Ordinances of the City of North Canton in order to remove the chart of districts contained therein.  An ordinance amending Chapter 1127, Establishment of Districts and Map, specifically Section 1127.01, Establishment of Districts, of the Codified Ordinances of the City of North Canton in order to remove the chart of districts contained therein.  Ord. 6-2022 would remove the chart of districts in the Codified Ordinances of the City of North Canton.  The legislation was recommended out of Committee unanimously, became Ord. 6-2022.  An ordinance amending Title 5, Administration, of the Planning and Zoning Code of the Codified Ordinances of the City of North Canton in order to establish more efficient and effective zoning review and amendment processes.
