Build Soundproof Window Inserts

Hello I need to soundproof my single pane window (73x55 1/4) with a window insert. Companies that do it online can take up to 8 weeks but I need it now for the holiday season as I am welcoming family next week. Please contact me if you know how to build one and effectively soundproof my window. I need at least a 50% to 80% sound deadnening. So it has to be air tight. I have a $200 budget to make it happen.
