Press release from the City of Portland: December 14, 2021 The updated protocols, developed by the City's Parks, Recreation & Facilities Department, continues to keep the safety of all guests, staff, performers, athletes, vendors, and volunteers as the top priority, and applies to events at City-owned and operated indoor facilities including Merrill Auditorium, the James A. Banks Sr. Portland Exposition Building, and Ocean Gateway.  For all publicly attended events (open to the general public or ticketed) all attendees age five and older will be required to provide proof of vaccination against COVID-19 or provide printed proof of a negative COVID-19 PCR test from an authorized provider within 72 hours prior to the event start time or a negative rapid test within 12 hours prior to the event start time. A photo ID will also be required.  Accepted proof of vaccination includes the original vaccination card, a printed copy of the vaccination card, or a digital photograph of the vaccination card. The final dose of the vaccine must have been administered more than 14 days prior to event start time. Accepted proof of negative test includes a printed or digital copy of negative COVID-19 PCR test from an authorized provider within 72 hours prior to the event start time, or a printed or digital copy of negative COVID-19 rapid test within 12 hours prior to the event start time. At home test results will not be accepted. Photo ID must be the physical card, no photocopies will be accepted. State, Government, or School issued ID cards will be accepted. Children under 12 are exempt from showing Photo ID, but must have a parent or guardian present to vouch for their identity. Children under 5 years of age do not have to show proof of vaccination against COVID-19 or proof of negative COVID-19 test, but they are required to wear a face mask.   Masks are also required for all attendees over two years of age, and are to be worn at all times while in the facilities, unless actively eating or drinking.
