Here are the top stories today in Sacramento: Del Paso Road was closed in both directions Monday night from Northgate Boulevard to Carey Boulevard due to flooding. One vehicle was disabled and a person needed assistance to get to a safer area, the Sacramento Fire Department tweeted. Elsewhere in Sacramento, some commuters experienced slowdowns in Sacramento following heavy rainfall and a flood advisory and Highway 99 just north of the West Stockton Boulevard off-ramp was still closed Tuesday morning due to flooding. (CBS Sacramento & FOX40)Crews were battling a fire at a power substation on 7th and H streets in downtown Sacramento that knocked out power to several surrounding blocks Tuesday morning. The KCRA 3 sky camera also spotted an explosion at the fire before crews responded. (KCRA3)A mandatory residential food waste recycling program is set to start in 2022. The law will have Californians putting organics and edible waste in their yard waste or green bin as an effort to get it out of landfills and fight short-lived climate pollutants. Exactly when the law kicks in depends on where you live. In the City of Sacramento, the program is set to start sometime in the summer of 2022. (CBS Sacramento)Tuesday, a decades-long tradition returned just outside the gates of Folsom State Prison as some 200 bicycles were rolled out for distribution to those in need throughout multiple communities. "We've been doing this for more than 20 years," said Joe Ryan of the Cameron Park Rotary Club, best known as "The Bike Guy." Working with various elementary schools, churches and nonprofit groups along with the bicycle repair shop located inside the walls of Folsom Prison, Ryan has spearheaded the bike project year after year. The collaborators work to help determine recipients for the bicycles from the tiniest of riders to young teens who live in financially- challenged households and would otherwise go without a bicycle and even adults who need a little help in their transportation resources. (Folsom Telegraph)An Elk Grove resident on Dec. 10 filed a federal lawsuit that alleged that her civil and constitutional rights were violated by an Elk Grove police sergeant who sexually harassed and abused her. The defendant is accused of threatening to harm the 41-year-old plaintiff's adult son in order to coerce her into sex. The anonymous accuser, identified in the lawsuit as "Jane Doe," is now seeking a jury trial as well as $1 million in damages from the defendants. Elk Grove police spokesperson Sgt. Jason Jimenez told the Citizen he was unable to comment for this story, due to the pending lawsuit. He said that state law prohibits him from discussing ongoing personnel matters.
