MORRISTOWN, NJ — Morristown could legalize cannabis dispensaries within town borders starting Tuesday. Granted, that would only begin the process for businesses — a maximum of two — to become part of Morristown. The ordinance would allow for up to two medical and/or recreational dispensaries to operate in Morristown. They would only be able to go in the Central Business District and zone MX-2 — Ridgedale and Madison Avenues, plus a portion of Martin Luther King Avenue. They also must be at least 1,000 feet from a grade school and 200 feet from houses of worship. Town Council voted Nov. 9 to advance the ordinance for introduction. The ordinance is up for adoption at Tuesday's meeting, which begins at 7:30 p.m. in Town Hall's Council Room. See the 16-page ordinance beginning on page 9 of the meeting's agenda. If passed, the future businesses would be allowed to operate within the timeframe of 9 a.m. to 8 p.m. Monday through Saturday and 12-8 p.m. Sunday. The ordinance would administer a 2 percent transfer tax on all sales or transfers of cannabis products in Morristown weed establishments. The same rate would apply to the purchase price of any medical cannabis from a dispensary within town. Additionally, a 1 percent transfer tax would occur for each sale by a cannabis wholesaler within town boundaries. Opening a cannabis business in town would require approval from town and state authorities. The state Cannabis Regulatory Commission will open the application process for dispensaries March 15.
