Outdoor CAT wanted

I am looking for an outdoor-only cat to help with our rat problem or at least deter them. The cat does not need to be domesticated and I am willing to accept a feral cat. I'm hoping to find one for free since I already have two small dogs that seem to cost a lot in vet bills already but be assured, that this animal too will get vet services when needed. I will most likely build the cat an outside home to stay warm and perform the necessary steps to reintroduce them to their new living area. I live off 2nd and C street in Lake Oswego in a small established 6 unit complex surrounded by large expensive homes in a neighborhood setting. Normally I do not like the idea of an outdoor cat but with the ease of using a dog door, I'm not ready to commit to an indoor cat even though I'd really love one. The neighborhood also offers the security of no busy streets.
