Need help with sick cat

I have this homeless cat (not feral) who came to my property recently and I have been trying to help it as best I can. He/she (don't know) has been staying in my basement on rainy and cold days. The cat seems to have a chest congestion and mouth problems. It drools, shakes its head, eats ok, little energy. Cat has one underdeveloped eye so most likely blind in that eye and it really needs a bath. My husband and I are both in our 70's and living on SS so the cost of vet care is not an option for us. I did contact Animal Control but the woman refused to take it on the grounds that it is not on its last legs yet.
