My building is being flooded by a insurance co run off water

i bought a building several years ago and found out that the neighbors building run off water is running into my building and has rotted the floor. even tho they built their building before i bought mine is there anything i can do. they built their land up at least a foot taller mine and at a slope so every time its rains the water runs right into my building
