ISO a pupppy for our family for Christmas

Hello, I am in search of a puppy for our family for a Christmas surprise for my two boys. They lost their mother 3 years ago and have begging for a dog and I have decided to surprise them with one. What I need is something very low/non shedding (I have pet dander allergies) and small to medium size- (10-35 lbs full grown?). Perhaps a mini poodle mix of some sort? The kicker is I also need it to be affordable, hopefully less than $500, may be able to swing a bit more if I feel it is the absolute perfect dog for our family. Do not care if it is male or female but would prefer it to have had all of its shots, deworming etc already done preferably. And I would like the ability to pick it up Christmas Eve or as close to Christmas as possible. Would also consider a young dog that needs rehoming if it good with children.
