Here are the top stories today in Roanoke: During its meeting yesterday, the Roanoke City Council passed an ordinance making it a crime to sleep on sidewalks in downtown Roanoke. The measure, which is punishable as a Class 4 misdemeanor, passed 5-2. Last month, City Manager Bob Cowell said, "We're trying to balance in the city compassion for those who find themselves homeless with the needs and the quality of life for the folks not just living downtown but trying to conduct business downtown."(WSLS 10) Roanoke Higher Education Center is holding an open house at chocolatepaper in the City Market Building this Thursday. The RHEC says their foundation will receive 10% of all in-store sales. Treats, greeting cards, and gifts can be purchased during your holiday shopping at chocolatepaper! (WDBJ7) Carilion Child and Adolescent Psychiatry providers are holding a holiday toy drive for adolescent psych patients this holiday season. They are asking for clothing and toy donations for adolescent and teen psych patients such as puzzles, board and card games, books, fidget items, and other stimulating items that will help older children and teens during their stay in the unit. Donations can be dropped off through Dec. 24 in the lobby of 2017 S. Jefferson St. weekdays from 7 a.m. to 5:30 p.m. (WDBJ7)Gov. Ralph Northam stopped by Roanoke on his farewell tour to thank teachers. Northam visited Westside Elementary School to push for teacher pay raises. Northam wants legislators to carve out funds to give teachers a 10% raise in the new two-year state budget.
