Help needed for dog rescue

Hello. There are three dogs on my property that need to be rehomed. Their 'owner' has been leaving them alone in cramped cages for days. I just learned this information very recently. They are very sweet dogs. I don't want to call the police, but I will if I have to in order for the dogs to have a safe and loving home.
