Here are the top stories today in Sacramento: A weak weather system passing through Monday and early Tuesday will bring chances of rain to the northern end of the Central Valley and over the mountains, the Sacramento National Weather Service office said. After a return of high pressure, another system is expected to move in on Thursday, bringing a better chance of precipitation to the region, the office said. (CBS Sacramento and NOAA)A high school football player in Sacramento is catching the attention of college recruits all over the country. 14-year-old Inderkum High School receiver Aziel Rios recently earned an invite to the Appalachia Prep Combine in May. "I hope to prove that Latinos also play football and don't have to be a certain 6-foot to play a game. You can do whatever you want and give it your all," Rios said. (KCRA3) Starting this weekend, thousands of people will flock to East Sacramento's iconic Fabulous 40s neighborhood for holiday lights. For some, that means a tradition of taking in the spectacle by horse-drawn carriage. Rick and his wife Diane Newborn run Top Hand Ranch, which offers horse-drawn carriage rides around Sacramento. He's been offering rides since 1970 when he started the business with his father. This year, though, there are a number of residents who would like to see the carriage rides come to an end. Despite its popularity, some neighbors say the carriages just add to the chaos on their streets over the next few weeks. "It is bumper-to-bumper traffic," said one neighbor who wished not to be identified. "You literally can't move around the neighborhood — it is that congested. It's turned into a carnival atmosphere." "Everyone is entitled to their own opinion on what they feel, so I give them the respect that I would expect them to give me," Newborn said. (KCRA3) The City of Sacramento's Department of Utilities is reminding people that its water conservation rebates have been doubled, but only through Dec. 31. "We saw a huge jump in applications for our most popular water conservation programs over the summer," said William Granger, the City's water conservation coordinator. "Now that the new year is around the corner, we want to make sure people can take advantage of the savings before they expire." (Sacramento City Express)The omicron variant of COVID-19 has not been detected in Sacramento, but county health officials expect that to change. Now, health officials will be able to know when that happens thanks to the ability to test the genome of samples locally. "Being able to do it in-house increases our capacity to continue the surveillance," said Sacramento County Public Health Officer Dr. Olivia Kasirye.
