Chihuahua with blue collar seen by Takoma Metro

Just saw a chihuahua with a blue collar running west from the area by the Takoma Metro station at 7:45am on Friday, Dec 3. It crossed Eastern and ran onto Cedar, heading away from the Metro and toward Philadelphia Ave. Sorry I couldn't catch it!
