Welcome to the Sacramento Daily Patch Newsletter! This is where you will find all of the best news and events happening in Sacramento for Friday December 3rd, 2021! First, today's weather: Fog in the a.m.; partly sunny. High: 62 Low: 42. Here are the top stories in Sacramento today: A suspect who led officers on a pursuit through Sacramento before he was seen running into a home in Elk Grove has been arrested following a 12-hour standoff situation, police said. "While SWAT was searching the house, we received several calls of a person going through backyards eastbound on Ammolite," Elk Grove police tweeted. "The suspect was located not far from the area and taken into custody." (KCRA3)Two Sacramento men were convicted of stealing catalytic converters across eight Northern California counties, the Yolo County District Attorney's Office announced on Wednesday. Dao Xiong, 44, and Shaneel Lal, 38, stole 64 catalytic converters in Yolo, Sacramento, Placer, El Dorado, Napa, Butte, Alameda and Contra Costa counties between September 2020 and February 2021. Authorities said the total loss was estimated to be around $100,000. (CBS Sacramento)Water agencies in drought-stricken California that serve 27 million residents and 750,000 acres of farmland won't get any of the water they've requested from the state heading into 2022 other than what's needed for critical health and safety, state officials announced Wednesday. State water officials said mandatory water restrictions could be coming and major water districts urged consumers to conserve. The low allocation, while unprecedented, doesn't mean Californians are at risk of losing water for drinking or bathing. The State Water Project is just one source of water for the 29 districts it supplies; others include the Colorado River and local storage projects. The percentage allocation may be adjusted in early winter and spring depending on how much snow and rainfall the state receives. (SFGate)How will Biden's infrastructure bill impact Sacramento? The Infrastructure Investment and Jobs Act (IIJA), signed into law November 2021, is the biggest investment in the nation's infrastructure with more than $1 trillion to be allocated across the United States over the next five years to support transportation, broadband, renewable energy, and more. While significant funding is available, it is largely in the form of competitive grants. The Sacramento region will need to work together and be collaborative in approaching new and expanded funding opportunities. If we are successful, we could see funding for more work in the I-5 corridor and expanded rail service across the six county area. (Sacog.org and FOX40)Folsom resident Jouelle Kimura was recently named Volunteer of the Year by the United States Dressage Foundation. Growing up in Folsom, Kimura has been riding horses since she was 12. After she began competing in dressage, Kimura joined the United States Dressage Federation where she volunteers through the California Dressage Society. The United States Dressage Federation annually awards the youth volunteer who has most contributed nationally and locally to dressage as a whole. At her local chapter, Foothills, Kimura has extensively volunteered by putting on clinics for juniors and young riders as well as establishing a scholarship dedicated to supporting those juniors and young riders.
