Need vehicle advice

Hi, I’ll be moving to Colville to help care for my mother. She’s in a nursing home in Spokane and she has her house in Colville. I need to buy a vehicle for when I’m in Washington and I’m not from a snowy area. Any advice on what I would need for winters in Spokane and Colville? Do I need a truck or will a 4 WD Subaru do? Are the roads kept plowed? Any advice would be helpful, I’ll be arriving late December.
