'Luckey' Damaged John Bays' Parking Deck On Halloween: Police

JOLIET, IL — Last week, Will County prosecutors charged a third and fourth co-defendant in connection with the Oct. 31 destruction of property at the John Bays parking deck in downtown Joliet. One of the people involved in causing the damage was Jarrod "Luckey" Barnes, according to Joliet police. Last week, a bench warrant was issued for Barnes, and Joliet police arrested him during the early morning hours of Thanksgiving, marking his fifth arrest by Joliet police during November. In his latest case, Barnes, 41, has been charged with criminal damage to property. He also has a co-defendant in the case, Rodolfo Paradez Jr., who lives directly across the street from the Bays parking garage, at the Louis Joliet Apartments, 22 East Clinton St. The Nov. 24 criminal complaint states that Barnes and Paradez "knowingly damaged ... (the) parking garage gate of another, John Bays." Bail for Barnes was set at $10,000 by Will County Judge Donald DeWilkins. On Nov. 9, Joliet Patch reported that a number of people who traveled to downtown Joliet to attend the Oct. 30 America concert at the Rialto Square Theatre had an unpleasant experience while trying to drive home. Several people damaged the gates inside Bays' parking deck along Scott Street, and then started making the guests pay them cash to leave, according to police. Prior to last week's charges against Barnes and Paradez, Joliet police already arrested 24-year-old Jada Travis and 21-year-old Tyrese Blackwell on charges of theft. Will County Jail logs show that Barnes has remained in the county detention facility since the early morning hours of Nov. 25. He remains unable to post 10 percent of his $10,000 bail.
