Build hot tub pad - out of railroad ties and rock

Hi, I need a pad for a hot tub. the footprint of the tub is 91" x 77", so the inside pad needs to be just larger then that, like 101" x 87". My yard needs to be leveled (that's a separate issue), so I need at least 7 inches of gravel on one side and 4 inches on the other, so railroad ties that are 8 inches (not sure exactly how high) would work, and they'd be screwed together with 12 inches lag bolts, I imagine. As for the rock, not sure what is best, but Pioneer Sand likely has what I'd need for this. I'd build it, but I'm too busy to get it done. Any one free to bang this out in the next few days? I prefer someone with a good amount of experience, just so there is no learning curves here. I'll pay $17/hr cash. Thanks, Michael
