rehoming a dog I can't afford

I have a 4 year old beagle mix who has been my very best friend since I got him when he was 8 weeks old. He is such a sweet cuddly dog and it breaks my heart writing this. I am a broke college student and cannot afford the training that he needs for me to feel comfortable with him. I live in a small apartment and he absolutely needs space to run freely and would be happiest as an outside dog. He has become very anxious in my current living situation and he does have bite history. (1 time, under stress.) He needs someone with the time to train him and the space to let him run. If anyone knows any resources or anyone who can help it would be so appreciated. He doesn't deserve to be put down because of my inability to pay for training/provide space.
