Need a welder or somebody who can build a tool

Looking for somebody who knows how to either weld, or come up with a tool for something specific … I’m having trouble with my clothing racks. Every time I piece it together, I get to the top part and I’m having to hold up one side with my back in order to put the top piece on I need some sort of tool that extends across and keeps both sides of this rack up while I put the top piece on Something with handles that clip onto each side. I’ll put some examples in the photos Text first please
