Brad Drake has filed "free speech" legislation that would require the state or its licensing boards to prove by clear and convincing evidence that a health care provider's social media posts caused harm to a current patient before revoking or threatening to revoke a license, certificate, or registration. The bill states Florida Department of Health or its licensure boards would be liable for up to $1.5 million to any doctor who suffers direct or indirect damages as a result of an unsuccessful regulatory effort. (Creative Loafing) 4. A man was struck Thursday morning by a Tri-Rail train in Fort Lauderdale. The victim was taken to a hospital by Fort Lauderdale Fire Rescue. No vehicles were involved in the crash. (NBC Miami) 5. Miami International Airport is involved in talks for a private deal for a five-level cargo hub. The $1.1 billion privately funded project would rise on 29.4 acres in a ground lease with the airport for a cargo building in MIA's western cargo area. Airline cargo is expected to grow as the economy comes back from the pandemic. Commissioner Jean Monestime told the committee meeting he was disturbed by the state of current infrastructure.
