Help, car got taken now I'm stuck here. Need to get back home

Hey i am stuck in salem as of about 12 pm. I am from Eugene and need to get back home. I can probably find a ride I mostly just need somewhere to be at and to charge my phone until I can figure it out. And i have no lighter so i can't even smoke. This is all just a big messed up situation. Please let me know if you can help me I would super appreciate it :)
