Parakeet with a injury

I have a parakeet that was injured or born with a defect. I'm looking for someone who knows about parakeets to maybe make him a splint or sone type of suggestion on how to make his legs stronger. I have both legs individually wrapped but he won't even try to use his legs, he just scoots on his belly and wings. I don't want to take him to the vet. The vet will charge so much for a x-ray, then tell you the bones is too small to see anything.
