Here are the top stories in Toledo today: The Toledo-Lucas County Health Department is offering free at-home COVID-19 tests from November 22-November 24. The tests are meant to prevent the spread of the virus during the Thanksgiving holiday. The kits are free and can be picked up at the Lucas County Rec Center on Monday, the Rec Center and the UAW Hall on Ashland Avenue on Tuesday, and the UAW Hall on Wednesday. (WTOL) Toledo Police believe missing 13-year-old Angela Barnett may be in Michigan after she was last seen at Angola/Country Creek and was possibly heading across state lines after getting into a BMW. TPD are asking Michigan residents to be on the lookout for the child, who is 4-foot-11, 145 pounds, and was last seen wearing a white fleece jacket and gray leggings. (FOX 2 Detroit) Toledo City Council unanimously voted to approve a new substance abuse recovery center on West Sylvania Avenue. The clinic, part of Team Recovery, will offer services focused on long-term care including employment and vocational life skills and taking care of legal issues in addition to drug treatment. (WTOL) Residents of one of Toledo's historic neighborhoods, the Old South End, are expressing concerns that many homes and entire streets are falling into disrepair. Poverty plays a major factor in the situation, as it's estimated more than 40% of the residents live below the poverty line. On the bright side, Mayor Wade Kapszukiewicz has pledged to spend $6.5 million from the American Rescue Plan to tackle the city's blight. (13abc Action News) Toledo has passed a grim milestone as Toledo Police confirm the 62nd homicide of the year, surpassing 2020's record-breaking numbers. 30-year-old Dominique Davis was shot on Thursday inside a home on the 2300 block of Caledonia Street. TPD are still searching for a suspect in the killing. There are several donation locations all around the Glass City. (WTOL)More than 1000 citizens have already participated in Toledo's water bill debt forgiveness program. An estimated total of $1.1 million worth of debt is expected to be forgive for those who remain with the program. (13abc Action News)A power outage on Friday canceled classes for several Rossford Schools students, who were dismissed around 11:30 AM.
