Article V Debate In 2019 the Utah legislature passed Senate Joint Resolution 9 sponsored by Sen. Evan Vickers calling for an Article V Convention. Sen. Vickers will be giving a presentation explaining why he supports an Article V Convention. Robert Brown served as a Coordinator and Regional Field Director for The John Birch Society. He has produced a six lecture series known as, "The Constitution is the Solution," and he will be giving a presentation explaining why he is against an Article V Convention.
