Plumbing and HVAC to inspect and pull permit

I am looking for a licensed plumber who can to pull a permit for work that was performed at a rental property of mine. The city recently inspected the property and is asking for permits for work that was performed. Unfortunately the contractor used will not return my calls. I am happy to pay for you to come and inspect the work and fix any mistakes that were made if there are any. In addtion I will pay for the permits and the cost of your time to go to the city and file them. I am not expecting any type of warranty on the work I just need the permits to avoid tickets. In addition to what I am willing to pay for the permits I also have 30 units in the city of Hamtramck that need furnaces re-certified every 2 years. If you will help me with the permits the recertification work will be all yours in addition to general maintenance, new installs, and repair calls. Thank you for your time.
