Here are the top stories in San Diego today: The San Diego City Council agreed to pay nearly $24 million to a man who was left paralyzed when he was hit by an impaired driver in 2014 while riding his bike on Fiesta Island. The council unanimously approved the settlement for Juan Carlos Vinolo in closed session in September. The deal was passed Tuesday in open session. (City News Service)San Diego County Health and Human Services Agency received a state grant intended to educate parents and caregivers on how to properly secure children in a car seat. The $249,999 grant from the California Office of Traffic Safety is slated to pay for community outreach events, education classes and training on the installation and use of child safety seats. (City News Service) A federal bill to rename the San Diego Veterans Affairs Medical Center after a local U.S. Army captain who died in action in Afghanistan was unanimously approved by the House of Representatives. Rep. Mike Levin, D-Dana Point, wrote the legislation to rename the center after Capt. Jennifer M. Moreno, who died in Afghanistan in October 2013. (City News Service)Synchrony Bank has agreed to pay $3.5 million to settle a lawsuit that alleged the bank harassed residents throughout the state with debt collection calls, it was announced. The case, brought by a coalition of California district attorney's offices, including San Diego's, alleged the Utah-based company and its agents used call centers both in and out of the country to make collection calls that were "unreasonably frequent or harassing." (City News Service)The Leonid meteor shower — known to produce fast, bright meteors as Earth plows through a trail of debris left behind by the comet 55P/Tempel-Tuttle — peaks Wednesday and Thursday mornings just before dawn. A blood lunar eclipse during the full frost moon Thursday and Friday will be the longest-running lunar eclipse of the 21st century, according to NASA.
