I need some pot starter plants for recretional use

People keep telling me there are people just trying to give away seeds and starter plants all over the place. But no one seems to know any details. I need to know the details. I have everything to setup a grow tent. I have lights pots soil a tent and a very green thumb. But I need starter plants or seeds. I will pay a reasonable price( I am not sure what that is but I am a reasonable man and not quite broke) so can some one help me out. ( I cant believe it's been legal to grow for this long and I am still not growing any)
