Help my car pass TX state inspection. P0420.

Hey y'all. I'm trying to get my car registered in Texas but I can't pass the state inspection because my check engine light is on. Ran the scanner and it's a P0420 code. Car model is a 2016 Kia Soul 1.6 litre base model. Changed the gas cap and ran a bottle of Cataclean through and I'm still getting the same P0420 showing up. I'm not experiencing any loss of power. Car is running fine. Probably the oxygen sensor(s)? If you can help me fix the problem without swapping the catalytic converter you are hired. Tell me your price.
