Exposed Wire In Crawl Space Needs To Be Fixed Electrician

I have a home with a crawl space of about 2 and half feet. It is layered with plastic. When I first bought the home whoever wired the house has exposed wire under the house wrapped with electrical tape. This is not up to code, and not safe. I would like it brought up to code and be 100% safe and working. I would like to get a bid on it by qualified electricians. Please have references and proof of experience.
