My friend’s cat needs a home immediately!!!

My friend cat needs to be rehomed immediately!!! My friends apartment manager said he needs to have him find his male cat a home immediately after taking care of him for eight years due to issues with his neighbors who are animal haters and have called animal control. He is trying to save him. The manager has asked him to keep him inside but he is an outdoor cat and now he cries when he is inside. In the daytime when he is inside he is fine. At night time is when he cries and wants to go outside. Can anybody help with any ideas or would you possibly like to meet him and see if you would like to keep him for yourself? He is an older cat and weighs 10 1/2 pounds. He is very loving and affection and also he is a blue Russian cat breed. Time is of the essence and he needs to be rehomed immediately!!!
