NEW LONDON, CT — A Norwich man has been charged in connection with a New London arson incident, according to police. Timothy Settles, 32, was charged with first-degree arson, first-degree reckless endangerment, and first-degree criminal mischief. He was held on $500,000 bond. Emergency services were called May 11 at 3:59 a.m. for a report of a fire at 10 Rosemary Street. Settles was arrested in connection with the investigation Monday evening.
