MANHATTAN, IL — It's budget time in Manhattan. The Village began the process at its Nov. 2 meeting of setting the fiscal year 2022-23 tax levy discussion and budget assumptions from Village departments, said Manhattan Mayor Mike Adrieansen. The tax levy will be set before the end of the year, Adrieansen said. Adrieansen said he expects the Village to vote on and adopt the budget in March. Here's a breakdown of key dates and events in the process (Village Board action required in bold): Nov. 15 - Staff workshop to review budget assumptions and finalize five-year plans: Staff finalize budget assumptions and five-year capital and personnel plans.Nov. 17 - Mayor and finance trustee review budget assumptions and five-year plan.Nov. 29 - Budget assumptions and five-year plans distributed to Village Board for review and comment.Dec. 1 - Village Board – Overview of assumptions: Review assumptions highlights and five-year plans.Dec. 7 Village Board - Tax Levy: Public Hearing, if required, and adoption.Dec. 15 - Department managers proposed budget is due: Preliminary budget request of their department's current year projections and proposed departmental budget is due to finance department.Jan. 5 - Department managers: Workshop to review first draft of proposed budget.Jan. 10 - Meeting with mayor and finance trustee: Review first draft of proposed budget.Jan. 3-7 - Village Board - First Board workshop.Jan. 17-21 - Village Board - Second Board workshop.Feb. 1 - Village Board – Changes/comments due on first draft.Feb. 15 - Village Board – Updated budget draft distributed. First read of the 2022/2023 budget with Village BoardMarch 1 - Draft Budget available for public inspection and comments.March 15 - Village Board Public Hearing: The Village is required to hold a public hearing on its annual budget to allow the public an opportunity to ask questions and/or provide input of the budget.
