WEST HAVEN— A West Haven resident is $15,416 richer after purchasing a winning lottery ticket in town earlier this week, according to the Connecticut Lottery. On November 8, Jean DeLoughery, of West Haven purchased a Play4 Day ticket from the Tobacco Plus in West Haven and won $15,416.
