The distribution system is simple. There is no shortage of vaccines. Several reasons our vax #'s are so low: the liberals cursed anything out of the Trump administration, the administration lies at every turn, people inherently do not trust the government and there is research that supports certain demographics do not need the vaccine.
The highest percentage of unvaxed are the black community.
