Legal Advice - Civil Code 841 Harassment

My neighbor replaced an adjoining fence while i was at work (though I told him 3 times that I'd like to build my own portion) and sued me under Civil Code 841 and won. Attached is my summary page of what I presented as evidence. I don't understand what I did wrong and my rights as a homeowner were violated. This is harassment and he reported us to Mosquito Control for standing water on our property a week later (though there's a severe drought) and they didn't find anything. He won't stop harassing us. What kind of lawyer do I need to put a stop to this and can I sue for violation of my rights as I informed him 3 times to not build the whole fence? I don't understand civil codes. I guess what it says is I wait until my neighbor goes to work, fix something he said no to, and sue him - there's the law for you! There's no legal available under GIGs to post this ad - if it should go elsewhere, let me know. I'm willing to pay the posting fee if needed.
