Can you diagnose a Volvo Penta Trim issue?

I'm looking to pay someone to work on my Volvo Penta engine for my 2002 Wellcraft Excalibur boat. My trim system is not working. The engine will not go up or down. I replaced the fuses and put a new motor in, and still no change. If you know more than I do please reach out.
