High: 64 Low: 48. Here are the top stories today in Salt Lake City: A West Jordan man is accused of shooting and killing another man during a Halloween party at a Salt Lake City warehouse. Roy Anthony Duran, 20, was charged in 3rd District Court with murder, possession of a gun by a restricted person and obstruction of justice, court records state. One witness told police that Duran had argued with several people at the party and repeatedly lifted his shirt to flash a gun tucked into his pants. The victim died at the scene after being shot in the head by Duran. (Salt Lake Tribune)The updated Salt Lake City crime plan has four main goals: reduce crime, improve officer response times, fill funded and unfunded sworn officer positions, and continue building community relationships. In addition to sworn officers, the city also wants to implement a civilian response team and a volunteer corps. Changing how the department handles nonemergency calls for service is also on the agenda.
