Found Blk/wht small male dog w/E-collar on

Found this guy on McCullen St near Broadway in Eureka walking in the middle of the road with an E-collar on. Vet office scanned him and he had no microchip. Super sweet disposition and very friendly guy. Neutered black male, with white on his chest and white tips on his toes. I'd say he weighs about 20-30 lbs. Eureka Police Department took him for the night and said he should be transferred tomorrow to Humboldt County Animal Shelter.
